Shirley Barrios serves as Deputy Program Manager at Emmaty, Inc., where she supports the strategic planning, coordination, and execution of the NASA Solutions for Enterprise-Wide Procurement (SEWP VI) program. In this role, she contributes to strengthening organizational processes, fostering cross-functional collaboration, and supporting the successful delivery of this initiative.
Prior to joining Emmaty, Shirley held leadership and project management roles in Colombia, overseeing government telecommunications and infrastructure projects involving the Ministry of Information and Communications Technologies (MinTIC) and other government institutions. Her professional experience has equipped her with a strong foundation in project oversight, stakeholder coordination, and the management of multidisciplinary initiatives. Throughout her career, she has focused on connecting technical solutions with organizational objectives while promoting accountability, collaboration, and measurable results.
Shirley holds a Bachelor of Science in Electronic Engineering and a specialization in Telecommunications Project Management. She is also a certified Project Management Professional (PMP)® and PMI Project Management Office Certified Professional (PMI-PMOCP)™. She is currently pursuing a Master of Business Administration (MBA) in Massachusetts while further developing her leadership and business expertise through Harvard Business School Online’s CLIMB (Credential of Leadership, Impact, and Management in Business) program.
Beyond her professional career, Shirley describes herself as an engineer by profession and an artist at heart. She enjoys painting, reading, running, and exploring nature, reflecting her belief that creativity, continuous learning, and personal well-being are essential to a fulfilling and balanced life.
